The state of South Carolina’s purposefully horrendous infrastructure for administering federal aid should be ruled unconstitutional under the eighth amendment’s prohibition on cruel and unusual punishment.

Disincentivizing using the system(s) is the only logical explanation I can think of for why they are built as poorly as they are.

Cruelty is built into these forms.
